The Public Service Pension Advisory Committee is mandated to advise and assist the President of the Treasury Board on matters arising in connection with the operation of the Public Service Superannuation Act. This is a legislated thirteen-member committee composed of six members representing the employer (nominated by the President of the Treasury Board), six (6) members representing employees (nominated by the National Joint Council, Bargaining Agent Side) and one member representing pensioners (nominated by a pensioner association).
The Committee members review matters relating to the administration, design and funding of benefits provided under the public service pension plan and review any other pension-related matters that the President of the Treasury Board may refer to them. They also recommend candidates to serve on the Public Sector Pension Investment Board Nominating Committee.
Education and Experience

A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience;

Experience serving as a member of an executive-level board, committee, or advisory body for a public, private or not-for-profit organization, or as a senior executive answerable to stakeholders in the public or private sector;

Experience in a leadership position in one of the following areas: pensions, finance or labour relations;
-
Experience in assessing candidates for board membership in financially successful companies with operations inside and/or outside Canada would be considered an asset;
-
Experience on executive-level boards, committees, or advisory bodies with joint employer-employee representation or multiple stakeholders with competing interests would be considered an asset;
-
Experience in setting strategic direction and providing leadership in the development and implementation of strategies related to complex negotiations, labour relations, compensation or human resources management issues would be considered an asset.
Knowledge, Skills and Abilities
The following criteria will be assessed:

Knowledge of the public environment in which the federal government and its pension plans operate;

Knowledge of pension principles and pension plan design or of areas associated with the management and administration of the pension plan (e.g., program administration and delivery, policy development, governance, finance) would be considered an asset;

Superior communication skills, both written and oral;

Ability to foster a respectful and trusting environment where sound advice is valued, and encourage the expression of diverse opinions and perspectives while fostering collegiality;

Ability to focus on key considerations at the strategic level and promote sound decision-making;

Ability to mobilize people and collaborate with partners and stakeholders;

Ability to guide change and achieve results.
Language Requirements
Proficiency in both official languages is preferred.

All appointees must comply with the Ethical and Political Activity Guidelines for Public Office Holders throughout the duration of their appointment.

All appointees are subject to the Conflict of Interest Act. Public office holders appointed on a full-time basis must also submit to the Office of the Conflict of Interest and Ethics Commissioner, within 60 days of their appointment, a confidential report in which they disclose all of their assets, liabilities and outside activities.

All appointees are subject to the Terms and conditions applying to Governor in Council appointees. They must uphold the highest standards of probity and are expected to demonstrate behaviours in the workplace that afford respect, equality and dignity to everyone they interact with at work at all times. The Values and Ethics Code for the Public Sector outlines the values, principles and expected behaviours for public servants, including valuing diversity and creating workplaces free from harassment and discrimination. Governor in Council appointees are expected to uphold and respect these values and principles throughout their time in public office.

Appointees must also respect the principles of any code of conduct that applies to the organization to which they are appointed.

Appointees must be able to commit a minimum of five (5) days annually.

Appointees must be available to participate in at least four (4) two-hour Committee meetings (location Ottawa), with additional one-hour briefings, per year, as well as limited ad-hoc meetings and briefings, as necessary.

Appointees must be employed in the federal public service at the EX-03 level or higher.
